Working But Poor? Low Pay and Poverty in Australia
Author(s): Tony Eardley. 1998 Abstract: There has been talk of a new phenomenon of 'working poverty' in Australia, whereby the levels and concentration of low pay are combining to see incomes in a significant number of households fall below the poverty line even where family members are in paid employment. The links between individual low pay and family poverty, however, are complex. This paper uses Australian Bureau of Statistics survey data to examine the growth of working poverty in Australia from the beginning of the 1980s to the mid-1990s. The analysis shows that low pay on an hourly basis does not in itself equal poverty, and the biggest increase in family poverty has been among employees not in low pay. Yet the proportion of low-paid workers who are also in poor families has grown to about one in five. It is not only a question of part-time or casual work. Poverty amongst those in full-year, full-time work seems also to have risen significantly, with a particular increase amongst single person households. In the light of these findings, the paper discusses the policy implications, including the possible impact of recent calls for a freeze on minimum wages in order to stimulate employment growth.

Senate committee finds four million Australians living in poverty
As many as 4.1 million Australians--22.6 percent of the population--are living in poverty, according to a Senate report on poverty released last month. The publication, which is the first official investigation into poverty in Australia since 1975, details an unprecedented increase in social inequality during the past three decades, resulting in the pauperisation of wide layers of society.

Defining Poverty and Identifying the Poor: Reflections on the Australian Experience
Downloadable ! Author(s): Peter Saunders. 1998 Abstract: This paper provides an overview of the historical development of poverty research in Australia, focusing on the impact of Seebohm Rowntree’s first study of poverty in York, conducted one hundred years ago. It also reviews some of the recent Australian evidence on the extent of poverty and summarises the debates generated by that research. Finally, the paper discusses several developments currently in progress in the area of poverty and living standards research. These include the Adequacy Project being run within the Department of Social Security, the recent SPRC budget standards study, the Project on Poverty in Australia being organised by the Academy of the Social Sciences in Australia, and the proposed National Living Standards Survey being planned by the Australian Bureau of Statistics.
