The debate on Bill C-5, the Species at Risk Act, began in the House of Commons
in February. The Bill, as amended by the House of Commons Environment Committee,
had broad support. The Committee's version of the bill, while not as strong as
many Canadians would have liked, was a significant improvement on the original
bill, and reached a historic compromise on the issues of habitat protection and
science-based listing of species to be protected.
